It monitors the priority stack to choose the current Virtual Camera, and blend with another if necessary. Damping jitter can happen when the character is not moving smoothly, because the damping amount is based on the character's position on the previous frame, and if the steps are not even, the damping will be uneven and won't match. So the question becomes: why is the character not moving smoothly at high speeds?.
Thanks for reporting the issue. We have fixed this problem and it should not appear in Cinemachine 2.3.5 and HDRP 7.1.2. This package versions are available in Unity 2020.1.0a11 and above. If you don't want to upgrade your Unity version since 2020.1 is in alpha you can also downgrade Cinemachine to 2.3.3.
